I tried setting it before meeting Panam the first time - nope. I tried setting it during each stage of each mission - nope. Great idea but looks to me like there's more involved. First, install Cyber Engine Tweaks (look for nexus mods), then after installation, open the console and enter this command there - Game.SetDebugFact ("holo_mr_hands_calls_v_start_activate", 1). After that, Mr. Hands will call you back.
